The Canada and United States relationship is undergoing a substantial change. Many point to the incoming administration of Donald Trump as the reason why. However, there are many issues that preceded Trump’s election, issues that have been building over many years.

David Cohn, who is wrapping up his term as U.S. Ambassador to Canada, points to “Canada’s failure to meet NATO targets, despite having signed on to meeting them more than a decade ago, that failure is having an impact.” Cohen acknowledges Canada is starting to increase defence spending, but adds, “the United States would like Canada to spend more.”
