The M25 in Surrey was closed clockwise between J8 (Reigate) and J9 (Leatherhead) on November 19 due to a police-led incident, National Highways announced.
Emergency services, including Surrey Police, are in attendance, the organisation said.
A diversion route has been put in place, and motorists are urged to allow extra journey time if the closure impacts their planned journey.
